Otho, governor of Lusitania and former husband of Poppaea Sabina, seized the throne in January 69 after engineering Galba's murder by the Praetorians, only to take his own life less than three months later when his forces were defeated by Vitellius at Bedriacum.

Securitas, the personification of security and political stability, was a recurring claim of new and insecure regimes, and her appearance here advertises the calm Otho's brief reign conspicuously failed to deliver.
